Constable Hoey responded to a complaint by employees of a Chinese restaurant in Newfoundland. The owner and his son barricaded themselves inside an apartment at the restaurant and would not let the employees in to work. When Constable Hoey knocked on the apartment door to investigate, a shotgun blast tore through the door and struck him in the chest.

The two Chinese Canadians were armed with a .22 rifle, a 12 gauge shotgun and a .303 Enfield rifle. After a ten hour siege by police and the utilization of tear gas, the building caught fire. The two were found dead inside after the fire was extinguished.

Two firefighters were also injured in the incident.
