Senior Constable Massan was stationed at Port Nelson, Manitoba at the time of his death. He was on patrol with Constable Donald McDonnell.

While returning from patrol the Constables made camp on an Island on their return trip. Through the night, unknown to them a flood on the river was approaching their location. Evidence suggested that the officers attempted to reach shore but were overcome by the elements and fast water. The officers were found frozen in the ice.
