Constable Kwasnica was electrocuted when he came in contact with a live electrical line at the intersection of Eleventh Street and First Avenue.

He was investigating the accident which caused the power line to be knocked down, when he reached down to pick it up, thinking it was a telephone wire that had been knocked down.

Constable Kwasnica had served with the agency for 5 years. He was served by his wife, son, and daughter.
