Constable Picard was on patrol with his partner on a motorcycle equipped with a sidecar. Constable Picard was seated in the sidecar. On August 13, 1930 a vehicle chase ensued and the sidecar was struck by an automobile. Constable Picard suffered fatal injuries and died 3 days after the crash.
