On the evening of August 5, 1957 Constable Harper was sent to the scene of a minor accident. It was dark and raining at the scene. Constable Harper was wearing a issued brown colored rubberized raincoat and had a flashlight with him. He did not have the Orange issue cone.
Constable Harper was struck by an oncoming vehicle. He was able to drag himself to his vehicle where he radioed for help. He was taken to hospital where he lost consciousness.
Constable Harper was with the OPP for 3 years.
Constable Harper is survived by his wife and three daughters. His wife later gave birth to their fourth child while Constable Harper was in a coma in the same hospital.
