Inspector William Gibbard was killed after being struck over the head while investigating a dispute between commercial fishermen and Indians on Manitoulin Island in Lake Huron.

Several days after having been sent to the location Inspector Gibbard's body was found floating in the water near the island. An autopsy determined he died after being struck in the head with a blunt object.
